As of 2026, Türkiye is at a historical threshold in terms of settlement patterns and population dynamics. The 21 core articles and 6 supplementary studies we have examined throughout this series have demonstrated through scientific data that our current administrative structure struggles to meet the requirements of the modern world and that a fundamental change is necessary. Our core vision is to build a dynamic settlement architecture that centers technology, is resilient to disasters, and spreads citizen welfare throughout the country, instead of a bureaucracy trapped in static boundaries (1, 16).
The first pillar of the proposed model is administrative simplification. With a new efficiency-oriented administrative division, the waste of public resources must be prevented, and by creating functional service areas, public services should be brought to the citizen’s doorstep (17, Supplementary Article 1). Flexible management models specific to each location, which will eliminate the asymmetry between large-scale provinces and small-scale settlements, are at the center of this reform (Supplementary Article 1, 2).
Secondly, Türkiye’s settlement map must be brought into harmony with the realities of disasters. Risks such as earthquakes and climate change have transformed the concentration of population in certain centers into a national security issue (19). To alleviate this load, new attraction centers should be created in safe regions of Anatolia, and reverse migration should be supported with rational incentives (20, Supplementary Article 5).
Finally, the opportunities offered by digital transformation must be fully integrated into the management architecture. Citizen participation in decision-making processes should be ensured through smart cities, digital twins, and transparent governance mechanisms (18). When this roadmap is followed, Türkiye will carry not only its physical spaces but also its management philosophy beyond the current era (21).
